PROPOSAL: Type IV Bend Comprehensive Plan Amendments to Chapter 5, Housing, Chapter 6, Economy and Chapter 7, Transportation Systems and amendments to Bend Development Code (BDC) Chapters 1.2, Definitions, 2.1, Residential Districts, 2.7, Special Planning Districts, Refinement Plans, Area Plans and Master Plans, 3.1, Lot, Parcel and Block Design, Access and Circulation, 3.3, Vehicle Parking, Loading and Bicycle Parking, 3.6, Special Standards and Regulations for Certain Uses, 3.8, Development Alternatives, 4.2, Minimum Development Standards Review, Site Plan Review and Design Review and 4.8, Transportation and Parking Demand Management (TDMD)
Plan. Two drafts have been prepared for Council consideration – one addresses Option 1, to remove all parking minimums, and the other achieves Parking A, which is the minimum required by Dec. 31, 2022. The options are mutually exclusive and Council may choose to adopt one, or neither, of the options. The amendments are in compliance with OAR 660-012-0400 et seq., relating to implementing the parking mandate reform requirements from the Climate Friendly and Equitable Cities rules adopted by the Land Conservation and Development Commission on July 21, 2022.
